Research Stay
in Germany A Korean scholar
of Yongsan University visits Germany for one month to do research
on "The Effect of Basel II on the Real Estate Development Finance
in the EU Countries".
Peace and
Reunification The Citizen's
Peace Forum, Civil Society Organizations Network in Korea (CSONK),
supported by the FES, meets regularly to discuss the prospects of
peace on the Korean peninsula under different aspects. The results
of this project will be published in December 2009.
February
Security of
Women's Labour Right Korea Women Link, supported by the FES,
starts a research project on the realities of women's employment
and policies and measures to secure women's labour rights during
economic crisis. A symposium will be held later in the year, while
a report on this project will be published toward the end of 2009.

Guide Book of Democracy and Civil Activism for the Young Generation People's
Solidarity for Participatory Democracy (PSPD), supported by the
FES, publishes the book "Passionate Generation – Story of Teenagers
Changing the World with Imagination and Courage ". The underlying
research was carried out in 2008.
2010 Peace White Paper People's Solidarity for Participatory
Democracy (PSPD), supported by the FES, starts a research project
on "2010 Peace White Paper". PSPD publishes the "2010
Peace White Paper ".

and Economic Crisis Prof. Dr. Sebastian Dullien,
University of Applied Sciences, Berlin, takes part in
the workshop "The German Economy in Crisis. Current
situation and trade unions’ behaviour", organised
by the FKTU Research Center. Furthermore, he gave an
assessment of the reactions of the EU and Germany to
the financial and economic crisis at the Korea Institute
for International Economic Policy (KIEP).

Unification Outcomes Professor Dullien also participated
in a workshop on “Economic outcomes and policy lessons
after twenty years of German unification” at the Korea
Development Institute (KDI).

Government
Budgeting and Women's Movement The Korea Women's Associations
United (KWAU), supported by the FES, initiates a research project
on "Appraisal of Government Budgeting and Women's Movement”
and holds a symposium on this issue. A report on the results will
be published later in the year.
Challenges
of Korean Women Workers' Movement The Korean Women Workers
Associations (KWWA), supported by the FES, starts a research project
on the reaction of the Korean women workers’ movement to economic
crisis, focusing on strategies to foster and enhance the social
economy based on reciprocity and solidarity. A workshop will be
held in November. The results of this project will be published
in December.
European and
Asian Affairs The Graduate School of International Studies
(GSIS) and the EU Research Center (EURC) of Korea University, supported
by FES, organises a special lecture series on European and Asian
affairs for graduate and post-graduate students during 2009.
Documentary
for Twenties People's Solidarity for Participatory Democracy
(PSPD), supported by the FES, begins with the preparation of a
civic education documentary for the generation of the twenties.
The results of this project will be published on a DVD in December.
German Unification Dr.
Werner Kamppeter, the FES representative in Korea, gives a lecture
on economic and social outcomes of the German unification process
at the Ministry of Unification.

Relation YOON Youngmo, Korea Labour and Society Institute

part in a two-day seminar organised the FES Shanghai office on "Comparative
Industrial Relations: Germany/Europe-Korea-China" in Hangzhou;
co-organiser is the College of Public Administration of the University
of Zhejiang.

Employment, Labour and Social Security Law
The
Korea Labor and Society Institute (KLSI), supported by the FES, begins a
research project on employment, labour and social security laws for contingent
work in Korea, Germany and the USA. A workshop will be organized
later in the year. A report on the results of this effort will be published
toward the end of this year.
Irregular Employment and
Irregular Workers
In a
FES-supported research project the Korea Labor and Society Institute (KLSI)
focuses on irregular employment, industrial relations and the trade union
movement. The results will be presented at a workshop in December 2008 and be
published afterwards.
Research Stay in Germany A
Korean scholar from the Hankuk University of Foreign Studies visits Germany for a
six-month research project on the social market economy and the Korean
developmental state.

The Korea Women's Associations United (KWAU),
supported by the FES, initiates a research project on welfare and the socialization

Union Movement and Solidarity
The Korea Labour and Society Institute (KLSI), supported by the FES, begins a
research project on the trade union movement and relevant solidarity concepts
of trade unionism. A workshop will be organised in November. Afterwards a report
on the results of this effort will be published.
Labour
Welfare Strategies and Industrial Unionism
In recent years industrial unionism
has been on the rise in Korea. As a consequence collective bargaining becomes more
wide ranging and complex. In a FES-supported research project the Korea Labour
and Society Institute (KLSI) focuses on labour welfare strategies within this
broader agenda. The results will be presented at a workshop in December 2008
and be published afterwards.

Budgeting
Dr. Regina Frey, a German expert attends a workshop
organised by the Korea Women's Associations United (KWAU) and speaks on the "Berlin
Gender Budgeting Process".

Two trade union activists take part in a three-day seminar on "Contract
Labour" in Hanoi, co-organised by International Federation of Chemical,

research on the participation of citizens in budget policies of local
authorities and during crisis management.

A Korean
scholar from the Kangnam National University goes to Germany for six-months research
project on the impact of the oecumenical movement in Europe on social movements
in Korea.
Race, Racism and Hegemony in Asia
Race and racism are ubiquitous in Asia, yet little talked about, even less so in
their relation to hegemonic, civilisational orderings, which are all part of
European modernity since Enlightenment. These issues are discussed with
participants from Asia, the US and Europe at a conference jointly organized by
the Asian
Regional Exchange for New Alternatives (ARENA), the Institute for East Asian
Studies at SungKongHoe University (IEAS) and the FES.

Tour for the Young Women Leaders Network The executive director for the Korea Women's Political
Solidarity visited Germany for a one-week program to
exchange experiences with German young female leaders from politics,
media and NGOs. The focus was on women networks, party policies
on women and other instruments to strengthen the role of younger
women in society.

Protection in ASEAN A Korean scholar has taken part in a
two-day workshop in Singapore organized by FES office for regional
co-operation in Southeast Asia, Singapore which addresses social policy issues
in Asia.

Korean scholars visited Germany for four weeks to study
women policies after German unification. The research results will

German experts participated in a three-day workshop organized
by the Political Science Association. They presented papers on "Social
Democracy and Social Justice: A European Perspective" and "Electoral
Systems in Asian Democraties as Elements of Consensus and Majoritarian
Democracy - Comparing Eight Cases".
Strengthen
the Counselor's Role for Local Women Workers FES
and Women Link organized jointly a three-day workshop about
the training of counselors for women workers.
Employment
Insurance System Korea Labor Institute KLI, ILO and FES held a two-day conference on the role of the employment insurance
scheme under the new economic environment. The proceedings of this conference will
be published
in March 2002.

Roundtable A Korean scholar took part in the Second
Asia-Europe Roundtable in Oxford for three days, organized by Asia-Europe

OECD
Guidelines for Multinational Enterprises TUAC,
the Trade Union Advisory Council to the OECD, and FES Korea
jointly organized an
Information seminar on
the recently revised OECD Guidelines for Multinational Enterprises. These Guidelines are supposed to ensure that multinational
enterprises observe the labour and human rights of their workers, respect local communities
and the environment, and contribute
to the economic development of the countries in which they operate.

Integration Work A leading member of the ASEM-NGO-Forum visited
Brussels for a three-week program to study some of the inner mechanisms of the
European Union.
Publications about Trade Union Perspectives The results of two major research projects
about "trade unions and restructuring" were published, summaries of which are
available for download.
February
"Coexistence of Cultures" is Possible The head of the Peace Research Institute in
Frankfurt, Prof. Harald Mueller was invited to visit South Korea and speak
about his book on the "coexistence of cultures" which had been translated into
Korean and published recently. At a roundtable discussion with leading
sociologists he explained his counterarguments against Huntington's "clash of
civilization" in more detail.
Prof. Mueller, who is a leading scholar on defense policy developments
presented as well a paper about security policy at a roundtable organized by
the Korea Institute for Defense Analysis. The paper - in English - can be
downloaded from this internet-site.
New Challenges for the Social Democratic Party of Germany The more than one hundred years old Social
Democratic Party of Germany is currently in a very important process of
transformation. A well recognized journalist who had studied in Germany and who
is familiar with the developments of the Social Democratic Party in Germany has
written a book about history, structures and challenges for the SPD in Germany.

Eco-audit as Important Environmental Tool A German scholar from the University of
Kaiserslautern presented at two workshops key aspects of introducing "eco-audit"
as tool to have environmentally sound production.
Renowned East-Asia-Experts Participates in Conferences The renowned German East-Asia-expert Prof.
Hanns Maull from the University of Trier visited South Korea to participate in
an international conference at the Seoul National University and to hold
discussions about regional security and new developments concerning ASEM.
Reforming Trade Unions As part of the collaboration with Korean trade
unions FES supported a study about pros and cons of introducing an industrial
unions in Korea. The publication was finally produced in March. In the same
month the office of Friedrich-Ebert-Stiftung published a book about "structural
change and trade
unions" written by Prof. Kang Su-dol.

Former
Minister of Finance Talks about "Information Age - Challenges for Management" Former minister of Finance, Prof. Manfred
Lahnstein visited South Korea and presented his thoughts about the challenges
of the information age. His exposition helped to identify some of the key
dimensions of the dramatic transformation which can be currently observed.
Visit
of Deputy Speaker Mrs. Anke Fuchs The German Deputy Speaker Mrs. Anke Fuchs,
who serves as well as deputy chairperson of the Friedrich-Ebert-Stiftung
visited Korea for four days. Mrs. Fuchs who has last been here in November 1999
received an honorary doctorate degree at the Seoul City University. At the
ceremony she presented a paper on "legal aspects of the reunification of
Germany".
Mrs. Fuchs met politicians and leaders of civil
society, and she presented a paper on "trade unions and political parties in
Germany - experiences of the German trade unions and the Social Democratic
Party" at a roundtable discussion with trade unions leaders.
Global Governance Structures in the New Century Two distinguished scholars from the Sejong
Institute and the Korea Institute for Defense Analysis participated in an
international conference jointly organized by the Stiftung Wissenschaft und
Politik in Ebenhausen and FES.
Scholarship in Germany on Environmental Matters A leading member of Green Korea left for a
three month program in Germany. The working visits provide the opportunity to
join the Institute for Development and Peace (Prof. Nuscheler) and research
into aspects of the ecological debate in Germany.
New Editions of FES-Information-Series A new publication on the "new center in
Germany" by Prof. Ahn Suck-kyo and the "pension system reform" in Germany by
Prof. Kim Sang-ho have been published - in Korean - and are available for
download.
May
Fighting Corruption FES joined hands with the People's Solidarity for Participatory
Democracy to organize a workshop about fighting corruption. The German
parliamentarian Prof. Juergen Meyer presented a paper about German approaches
to fight corruption, Korean experts presented findings and suggestions.
ASEM-NGO-Delegation visits Europe The Friedrich-Ebert-Stiftung invited five
leading NGO-leaders from Korea, Thailand and Malaysia to a two-week information
program in Europe which offered the opportunity to meet with government
officials, parliamentarians, NGO-leaders and leading scholars and discuss the
preparation for the ASEM-meeting in October in Seoul.
Environmental Awareness in Europe A scholar from a German university was invited
to visit Korea and present a paper about "trends and prospects of the
environmental discussion in the European Union". He as well participated in roundtable discussions with NGO-activists
to discuss ongoing environmental reform projects in Germany and Korea.
Studies in Germany and Brussels A leading female scholar from the Korea Women
Development Institute left for a three-weeks program in Brussels to study how
the European Union tries to advance gender issues. A female trade union leader left
for Germany to join for one month a German trade union and to foster
relationships between Korean and German trade unions.
Modernization of Political Parties Mr. Wolfgang Weege from the international
department of the Social Democratic Party who formerly worked closely with
Willy Brandt visited Korea for a two-week program and met leading Korean
politicians. Mr. Weege participated in a number of roundtable discussions about
the modernization of political parties in Germany.
June
Third Ways in Europe A leading political scientist from Germany,
Prof. Wolfgang Merkel, presented a paper about "The third ways of Social
Democracy into the 21st Century" at a workshop organized at the Sungkonghoe
University. The paper is
available for down load. In June the Foundation published a booklet written by a Korean
scholar about the German debate on the "new center".
NGOs, Social Movements and Democracy A German expert who deals extensively with
research into the future of civil society visited Korea to give lectures and
presentations at
Seoul National Universiy, Sejong Institute and Sungkonghoe University. His topic was "NGOs, social movements
and democracy: the transnational perspective". The paper is available
for download.
New Methods of Job Placement and Job Counseling in Germany A researcher from the Federation of Korean
Trade Union Research Center visited Germany for a three-month period
focusing on new trends in job placement and job counseling. She did the
project in close collaboration with the DGB, the German national trade union
center.
July
ASEM and beyond A scholar from Korea-University
visited Germany to research into European perspectives on ASEM. A
publication summarizing the main results is planned for September.
August
Legal Affairs and Trade Unions Four Korean lawyers working for trade unions
visited Germany and participated in a program that gave insights into the
German trade union-based legal protection scheme for workers and unions' legal
affairs departments.
Scholarly Conference on European-Asian Relations Two scholars from Germany participated in
an international conference organized by the Korean Economic Association.
Following this conference they gave lectures at other academic fora.
Labour Law Reform FES,
the Trade Union Advisory Council to the OECD TUAC and the two national
centers organized a one-day workshop assessing recent labour
market reforms.
ASEM and Labour The Friedrich-Ebert-Stiftung joined hands

Fighting Corruption in Asia FES and PSPD once again collaborated in
hosting an international workshop on fighting corruption. Participants for this
meeting who come from the Philippines, Thailand and Indonesia presented
papers about the fight against corruption in their respective countries.(more

Comparison of Tripartism in Korea and Selected European
Countries The Korea Labour Institute, the Tripartite
Commission and the FES jointly organized an international forum to
deliberate on international experiences with tripartite structures. FES
invited two speakers from Germany to participate in this debate.
December
Social
Policy and the European Union A Korean scholar participated in a
three-week program in Brussels to study the increasing relevance of European
decisions on social policy trends in the member countries of the European
Union.
